The worksheet creates the Cartesian product of exact operator-declared option values, then subtracts only explicit exclusion rules with reasons. Missing expected combinations are review items, not automatic errors.
Resolved engine states are COMPLETE_FOR_DECLARED_SCOPE and REVIEW_NEEDED. UNKNOWN_INPUTS_PRESENT and UNKNOWN_CONFIGURATION remain unknown.
